Regulation No. 90-QD/TW adopted in 2017 on eligibility standards of official titles and evaluation criteria of officials under the management of the Central Committee, the Politburo or the Secretariat

The Regulation No. 90-QD/TW consists of the following main contents:

Officials must show their absolute loyalty to the interests of the Communist Party, the country and the people

As required by common eligibility standards for officials under the management of the Central Committee, the Politburo or the Secretariat, they are bound to make their absolute commitment to the interests of the Party, the country and the people; show their determination to follow the Marxist – Leninist philosophy, Ho Chi Minh ideology, goals and ideals of national independence and socialism.
Senior officials must have firm political views, standpoints and competencies to protect the political platform and path of the Communist Party, the Constitution and legislation as well as agitate against villainous ploys and distorted and fabricated information of hostile forces, reactionaries, political opportunists and discontented factors.  

In terms of morality and lifestyle, officials must be determined to fight and resist any degradation in political ideology

 Officials managed by the Central Committee, Politburo or Secretariat must be exemplary in terms of moral value, must be honest, humble, faithful, transparent, modest and  tolerant in leading their lives; demonstrate diligence, frugality, justice and integrity. An official must not be allowed to be driven by a greed for political powers, must have a high sense of enthusiasm and responsibility for fulfilling their assigned duties, as well as play a central role in promoting solidarity and create an exemplary image in all aspects.   An official is prohibited from getting involved in corruption, becoming an opportunist or vulture, and is determined to combat and hold back any degradation in political ideology, morality, lifestyle and any manifestation of internal “self-evolvement” or “self-transformation”.



Furthermore, a senior official has the burden of intensifying his/her direction to fight bureaucracy, corruption, misconducts, extravagance, authoritarian behaviors and interest groups; strictly prohibits his/her relatives or acquaintances to abuse his/her title or powers for their profiteering reasons.     An official is required to strictly comply with organizational principles and disciplines of the Communist Party, with particular attention paid to the principles of democratic centralism, criticism and self-criticism, as well as stringently sticks to the principle of transparency, public disclosure, objectivity and democracy in performing his/her personnel tasks.  

In terms of political competency and  prestige, officials must be capable of generalizing political practicalities and developing political theories

Officials managed by the Central Committee, the Politburo and the Secretariat must have innovative thoughts and strategic visions; employ scientific working methods;  be clear-headed to deal with political issues; have competence in actualizing, performing the function of management and control of,  and coordinating efficient implementation of, the Party’s guidelines, paths, regulatory policies and laws; have capability of generalizing political practicalities and developing political theories.

Officials are required to have a good command of conducting analyses and forecasts

As required by the regulations set forth by the Politburo, officials must possess good analysis and forecasting skills. An official has to thoroughly grasp general situations and seize profound knowledge about his/her assigned sector, scope of activities, locality and affiliations. An official is required to promptly discover any conflict, challenge, opportunity or issue that may arise, difficulty or restriction in practical circumstances; proactively propose feasible and effective missions or solutions.

An official must be proactive, creative, industrious, hard-working, dare to think and take action and assume sole responsibility; show high political determination and dare to face any difficulty or challenge; be consistent in what (s)he says and acts; build a close relationship with the people and show total dedication to the people. An official must act as the center to mobilize and promote general strengths of the entire political system; gain high trusts and good credits from other public officers, communists and the people.

Apart from general regulations, the Politburo also lay down regulations on specific eligibility standards of specific official titles such as Commissioner of the Communist Party’s Central Committee, Commissioner of the Politburo, the Secretariat; General Secretary; State President; Prime Minister; National Assembly’s Chair; standing comrade of the Secretariat;  Head of a committee of the Communist Party, Chief of the Central Inspection Committee; Chair of the Fatherland Front Committee; Deputy State President; Deputy Chair of the National Assembly; Deputy Prime Minister; Chief Justice of Supreme People’s Court; Chief Procurator of Supreme People’s Procuracy; Chair of Ethnicity Council, Heads of committees of the National Assembly, General Secretary of the National Assembly – Chief of the National Assembly’s Office and heads of organs affiliated to the Standing Committee of the National Assembly.

Furthermore, the Politburo adopts regulations on specific standards of official titles such as Minister and other equivalents; Head of a central socio-political association or union; Secretary of the Communist Party of a province and centrally-governed city; Chair of the People’s Council of a province or city; President of the People's Committee of a province or city.
