Members of the Communist Party will be expelled for 21 following discipline violations from November 15, 2017
1. Deliberately saying or writing things to distort the history or truth, or defy leadership roles and revolutionary achievements of the Communist Party and the people.

2. Opposing and negating Marxism-Leninism, Ho Chi Minh ideology, democratic centralism principle, socialist democracy, socialist law-bound State, socialist-oriented market economy, demanding "separation of powers", "civil society” and “pluralism”.

3. Willfully spreading misleading and distorted information about viewpoints and policies of the Communist Party and the State; defaming leaders of the Communist Party and the State, and traditional values of the people, Communist Party and the State.

4. Colluding or conspiring with hostile, reactionary forces, opportunists or political malcontents to propagate opposite ideologies and viewpoints; mobilizing, organizing and rallying forces to oppose and undermine the Party and the State.
(Móc nối, cấu kết với các thế lực thù địch, phản động và các phần tử cơ hội, bất mãn chính trị để truyền bá tư tưởng, quan điểm đối lập, vận động, tổ chức, tập hợp lực lượng để chống phá Đảng và Nhà nước)
5. Triggering the ideas of discontent, difference of political opinions and internal opposition. Misusing means of communications and social networks to decry, slander or undermine the leadership reputation and roles of the Communist Party.
(Kích động tư tưởng bất mãn, bất đồng chính kiến, chống đối trong nội bộ. Lợi dụng và sử dụng các phương tiện thông tin, truyền thông, mạng xã hội để nói xấu, bôi nhọ, hạ thấy uy tín, vai trò lãnh đạo của Đảng)
6. Influencing, inviting and driving social opinions not to follow the Party's guidelines.

7. Negating the Party’s roles of leadership over armed forces, demanding "de-politicalization" of the army and public security forces, and distorting the guidelines of all-people defence and people's security.
(Phủ nhận vai trò lãnh đạo của Đảng đối với lực lượng vũ trang, đòi “phi chính trị hóa” quân đội và công an, xuyên tạc đường lối quốc phòng toàn dân và an ninh nhân dân)
8. Negating the Party’s roles of leadership over the press, literature and arts. Creating and propagating cultural, artistic works that are untruthful, distorting history, lowering the prestige of the Party and leaders of the Party and the State.

9. Taking revenge on persons who have contributed opinions or been involved in struggles or accusations, or those who have provided information, documents or evidences related to violations committed by any state body, organization or individual.

10. Using the ID card of the Party’s member as security for a loan or property rental.

11. Using false documents to apply for permission to attend courses, or for eligibility for admission or recruitment in an institute or organization.
(Làm giả hồ sơ để được xét đi học, tiếp nhận, tuyển dụng vào các cơ quan, tổ chức)
12. Deliberately evading making a decision to initiate legal action, investigation, prosecution, trial or adjudication that leads to expiration of the statute of limitations for handling of violation cases, or deliberately making an illegal decision to bring a case and charges against a suspect.

13. Paying, receiving bribes; acting as a middleman to carry out administrative procedures or taking advantage of working positions to become an intermediary who gains benefits in any illegal form. Paying, receiving commissions or acting as an intermediary who illegally pays or receives commissions. Pestering and asking for more self-interest before performing public duties.

14. Embezzling property, taking advantage of social welfare policies, rescue and mitigation funds to abet corruption practices; abusing permissions to establish funds to gain self-interest.

15. Abusing assigned positions and delegated powers to get involved in such processes as bid consultation, assessment, approval, procurement and bid appointment or investment decision making, certification and making of decision on percentage of the State's capital contribution in enterprises for the purpose of gaining self-interest in any form.
(Lợi dụng chức vụ, quyền hạn để tham mưu, thẩm định, phê duyệt, đấu thầu, chỉ định thầu hoặc quyết định đầu tư, cấp phép, quyết định tỷ lệ phần vốn của Nhà nước trong các doanh nghiệp nhằm trục lợi dưới mọi hình thức)
16. Abusing assigned positions and delegated powers to have influence over other persons or performing false acts during implementation of assigned public tasks or duties to gain illegal benefits, and illegally using property owned by the State or community to gain illegal benefits.
(Lợi dụng chức vụ, quyền hạn gây ảnh hưởng với người khác hoặc giả mạo trong công tác để trục lợi hoặc khi thi hành nhiệm vụ, công vụ, sử dụng trái phép tài sản của Nhà nước, của tập thể nhằm trục lợi)
17. Abusing assigned positions, delegated powers, mandates or duties to protect or collude with persons who commit breaches of laws; illegally hindering or interfering in the inspection, assessment, audit, investigation, prosecution, adjudication, execution of arbitral judgements, processing of applications for parole or commutation for the sake of gaining self-interest.

18. Deliberately dodging provision of directions over and implementation of, or hindering, withdrawal of property existing by performing corruption practices.

19. Deliberately ordering imposition of administrative or economic actions against criminal corruption acts of, or permission for exemption of criminal prosecution against, persons committing the corruption offence, in violation of laws in force.

20. Abusing, taking advantage of assigned positions and delegated powers to cover up or collude with enterprises or other subjects to contravene regulations in force and gain self-interest; tolerating, covering up and abetting corruption practices.

21. Ordering or colluding with office juniors to prepare false dossiers or evidencing documents for the intention of expropriating money and property of the State, organizations and citizens.
