Experience in going through administrative procedures at Department of Planning and Investment of Ho Chi Minh City
Most officials and interns working
for law offices, law firms or enterprises have carried out administrative
procedures at least one at the Department of Planning Investment of Ho Chi Minh
City located in 32 Le Thanh Tong Street, District 1, Ho Chi Minh City.
At first, you should bear you
mind that administrative procedures at this Department will surely cost you
plenty of time unless it is luckily uncrowded, which only happens occasionally.
A new visitor without any experienced guide will undoubtedly face many extremely-confusing
difficulties. Accordingly, I strongly advise you to make preparations for the
following steps to save time as much as possible when following procedures at the
business registration office.
1. Book ordinal numbers
- You should call 1080 to
book your ordinal number by solely providing the enterprise’s name, your information
and which procedures will be gone through (Note: Booking in advance for an application
related to foreign capital is not allowed. Instead, you must get your ordinal
number at the Department in person).
- Reasons: Time-saving is an
important advantage for booking in advance because you just go there at the
appointment time, which will shorten a great deal of waiting time.
2. Prepare applications
- Refer to legal documents
or the Department’s website to prepare an adequate application and a declaration
about your information.
- Besides, if you are not
the legal representative of the applicant, a power of attorney and a copy of your
ID card will be required.
- Put all documents in a
transparent holder with the power of attorney on the top (if any). You should
write, by pencil, the ordinal number that has been received via 1080 in the top
corner of the first sheet which has been born with a seal by the official later.
3. Get the ordinal number
and pay fees
- From the gate of the
Department, the business registration office is the first room on the left
where applications are submitted. Whether or not the ordinal number has been
booked, you must come to the counter 01 in the business registration office to
have your ordinal number affixed with the Department’s seal.
- Put your application in a
basket in front of the counter 01 (do not wrongly put improper application in
the basket for FDI applications) and then wait until your name is called to receive
the application bearing the ordinal number and the number of counter where the
application is going to be submitted. Remember to pay fees at the adjacent counter
at the same time.
(Note: In case of revision, you
are not required to book or get ordinal number. Instead, you just go straight
to the revision counter).
4. Work with officials
- Come to the counter
specified in the application, put the application in the basket in front of
this counter and wait until your name or the enterprise’s name is called. The official
in charge of this counter shall verify if the application is valid and adequate
and signatures are well-matched.
- If the application is inadequate
and has mistakes that need to be adjusted, the official will give you a written
instruction on adjustments to the application if necessary. Next time, you will
only show the instruction paper instead of getting the ordinal number again to
submit the adjusted application. If there is no written instruction, you will
get the ordinal number again.
Note: If you can make adjustments or additions to the application immediately,
you should tell it to the official in order that you can adjust the application
and submit it later without going back to the Department.
5. Receive the result
- The date of receiving
result is specified in the receipt that is given to you by the official. The
division returning results is adjacent to the business registration office.
- Come to the first counter
on the left, put the receipt in the basket, wait until your name is called to
get your ordinal number and receive the result when your ordinal number is
called then. After receiving result, you should check it carefully for errors
or mistakes and tell the official at once for further instructions.
(Note: You will have to
submit a power of attorney and a copy of your ID card if you are not the legal
representative of the enterprise or the person who submitted application on the
first day).
Conclusion
You have to always bring your
original identity papers, namely ID card, driving license or passport, etc. for
checking and verifying purposes.

presence at the Department during my two-month internship period, I have gotten
some experience to share with you the most time-saving and effective way to
follow. I hope that any change in administrative procedures at the Department
of Planning and Investment or other experience will be widely shared by all of
