Vietnam East Sea and serious issues about the sovereignty

For the sovereignty of Vietnam East Sea, Mr. Le Van Lai, a delegate of the 13th National Assembly had a powerful speech warning Vietnamese people.

In April 1st 2016, although Mr. Le Van Lai does not continue to be a delegate in the next term, he had the final speech of the sovereignty of Vietnam East Sea.
Pointing out the irregularities of reports from the Government, he said:
I am surprised at all reports of the Government and other organs of Vietnam East Sea statue evaluated that we have guaranteed the national sovereignty and interests; while some people are building a new airport, deploying gunboats, fighter aircrafts and compelling our fishermen.
They will claim the sovereignty of Vietnam East Sea by new flight routes which interrupting recognized international flight routes.
...
They violate our sovereignty every 20 years.
In 1956, they occupied East Paracel Island (Đông Hoàng Sa), West Paracel Island (Tây Hoàng Sa) in 1974, Gac Ma Island in 1988 and they continued to deploy the oil-shore in our sovereign waters and invasive with a dense frequency our Vietnam East Sea in 2014; while we are peacefully sitting here and evaluating that we guaranteed the national sovereignty.
Does that seem to be right?
Do we make accordant decisions, or have actions that are opposite and antagonistic enough to protect the sovereignty?
